All of the technique originated basically as penile inversion techniques, with the exception of techniques that use parts of the colon to create the vagina. There are wide variations on the penile inversion techniques, so wide that some of them are no longer considered "penile inversion" techniques anymore.
As to which ones are available, almost every surgeon does slight variations from other surgeons. From Doctor Suporn in Thailand with his "Chonburi organ" to more traditional doctors like Dr. Leis and Dr. McGinn in Pennsylvania to doctors who have gone even slight more varied like Dr. Bowers in California, every one of them has their own variations on what they have found to work best for them.
Additionally, your specific anatomy may dictate certain considerations. Maybe you will need an additional skin graft to make it all work. Maybe not.
As for who you can see, I wouldn't assume any specific surgeon is unavailable until you actually contact the insurance office itself. Because of the low number of GCS/SRS surgeons available, there may be in-network options outside California, and they may voluntarily choose to work with non-network surgeons simply due to the low numbers of them.
TLDR; Call your insurer and discuss what is available with them.
