I live in Norway, so I'm not sure where I can buy a packer, and what I need. Do I need a strap? What kind should I buy? Can people see that I am wearing one?

It can't be too expencive. It's just so for me.

Go online and a strap on isn't made for packing you need a packer for that purpose only. They also have stps,3 in ones or just pack and plays. Some can be expensive others not.

I don't know what the shipping would look like but amazon.co.uk has Mr. Limpy. It's a very cheap packer, I don't think it weighs too much.

Most sights ship international, Most sights also have harnesses that you can buy with it, whether you need on one or not depends on if you wear boxer briefs or boxers for the simple fact that that the briefs are tighter which hold it in, boxers not so much.
