Does anyone know whether trans people can become members of WPATH?

It would be good if this were true because then there would be a balance between doctors and community members.

WPATH has been open to all since its inception, as have many of the *PATH's.

Community don't join because ????

It's US$180 per year and unless you are a professional in the transgender support field (eg doctor, pharmacist, therapist, social worker) you only qualify for associate membership with no voting privileges.
