My... uh... observations of cleavage and what is required for the best... um... "rack" have led me to determine that, in addition to a large cup size, usually a small chest size is going to help considerably. A woman with C cups and a large chest is going to have more trouble getting cleavage than a woman with C cups and a small chest. Basically the smaller the underlying rib structure the closer the breasts are going to sit on the chest - being closer means it's easier to squeeze them together and create cleavage. I imagine with your pectus condition you may unfortunately have some issues in that regard but if you're still in the early stages of growth maybe wait to see what the final package is.
As Izzy says, not all cis women have cleavage and those with A and B cups are probably going to have some difficulty no matter how slim their chest (this is me). But it's not impossible to get cleavage, although you might need a bit of help.
