As far as recourse, you are pretty much stuck just writing negative reviews in places where other people might see them. You could complain to whoever is hosting their website, their suppliers, etc. But there really isn't an entity in my knowledge that could impose any kind of sanctions.
Your best bet, if you are fed up with the service and waiting for them to get themselves together, would be to email them about canceling your order and demanding full refunds for everything. Then, go to your credit card company or Paypal (whatever you paid with) and have the charges reversed. Write up a nice email letting them know the situation and how you've reached out to the site operator with no response, and the suppliers who haven't had any orders placed. This should be more than enough to have them reverse both of your previous charges. You are probably out for whatever it cost to ship back to them though.
