Laws change from state to state and country to country. I would think that you will feel much better once things are underway. When I started, you had to "pass" for at least two years before anything could be done, and six months of therapy before HRT could be initiated.
With the exception of the surgeon who did my chest, all medical profesional I dealth with were virgins as far as working with transgenders. Because of that, I got around the rules significantly faster than I would have otherwise. I did have a 7 hour interview with a psychologist in another state to make sure I knew what was happening and to differentiate between body dysmorphia and true gender dysphoria. That was brutal.
Don't let anyone deter you from your goal. You deserve to have a happy, comfortable life.
