Two agencies charged with enforcing the city's anti-discrimination laws issued a proposed rule change earlier this month that would exempt the Department of Corrections from complying with the D.C. Human Rights Act as it applies to transgender prisoners.

The stripping away of rights and liberties for all usually starts with a minority and demonised population.

That is sadly not surprising considering the huge amount of violence committed against trans people behind bars, much of which is at the hands of the prison guards.
