Par for the course, for pretty much anything that requires that schools (esp. public schools) do something other than BAU (business as usual.)
We had that problem with both of our kids, one of whom was diagnosed with Asperger Disorder and both of whom had real problems creating structure for themselves. Another family had two (adopted) kids with Fetal Alcohol Syndrom. IEPs aren't worth the paper they're printed on unless you're in a position to sue -- and the district is small enough that a million dollar judgement isn't pocket change.
