A lot of people who are transgender like to go the full 100% when it comes to their appearance, clothes, hair, shoes, makeup, etc, etc. Some people who are transgender don't at all while others work on variations of those two extremes. So yes, they are all transgender.
Now the thing is - I know that, you know that, and a lot of folks in the trans community know that, and maybe even some outside the LGBTIQ umbrella know that too... at the moment though you need to be careful about people who don't understand that. Depending on your general appearance there are a lot of people who may consider you "male" even if you are wearing a dress and they will treat you accordingly.
I once saw a person (genetically male) in a government department, they were in their mid 50s, wearing a bright pink summer dress and had about 50-65% male pattern baldness. Now I could appreciate they were probably gender queer trans, and good luck to them - I marvelled more at the fact that they had presumably walked through the streets of Sydney so attired and hadn't had some outraged homophobe/transphobe beat them up or yell abuse at them. Other people in the office were clearly laughing behind the person's back and I don't know how they would go if they attempted to use the women's rest rooms (or the men's for that matter).
So the short answer is yes you are, just be careful of your safety around people who won't respect you.
