If I wear dresses out with no wig am I still transgender?

I'm not sure what the point of your question "am I ... considered transgender" is.

FWIW, I wear dresses around town here with no wig, male-pattern baldness, and a beard.  At a minimum, that's "gender variant," which is usually considered to fit under the transgender umbrella *.  So I'd say yes, you'd be considered transgender.

I think most of us here consider ourselves trans because of how we feel about ourselves and the gender we were assigned to.  If you feel that you don't belong in the gender you were assigned to at birth, most of would say, "sounds like there's a good chance you're trans."

Ultimately, whether you're trans or not is something you have to decide (possibly with the help of a trained professional.)  Whether you wear a wig or not is probably not all that important.

If you believe you are then yeah lots of girls have short hair and lots of guys have long hair. Personally i don't see the need to gender hair length. Some people look better with short hair, some people look better with long hair.

A lot of people who are transgender like to go the full 100% when it comes to their appearance, clothes, hair, shoes, makeup, etc, etc. Some people who are transgender don't at all while others work on variations of those two extremes. So yes, they are all transgender.

Now the thing is - I know that, you know that, and a lot of folks in the trans community know that, and maybe even some outside the LGBTIQ umbrella know that too... at the moment though you need to be careful about people who don't understand that. Depending on your general appearance there are a lot of people who may consider you "male" even if you are wearing a dress and they will treat you accordingly.

I once saw a person (genetically male) in a government department, they were in their mid 50s,  wearing a bright pink summer dress and had about 50-65% male pattern baldness. Now I could appreciate they were probably gender queer trans, and good luck to them - I marvelled more at the fact that they had presumably walked through the streets of Sydney so attired and hadn't had some outraged homophobe/transphobe beat them up or yell abuse at them. Other people in the office were clearly laughing behind the person's back and I don't know how they would go if they attempted to use the women's rest rooms (or the men's for that matter).

So the short answer is yes you are, just be careful of your safety around people who won't respect you.

I don't wear a wig, yet anyways. cheap wigs will probably look ridiculous on me and beautiful wigs are expensive and not very comfortable when its warm outside and I would only need while my hair is growing out (3-4 inches right now).

Like Ms Grace said, I use the "If you think you are, you are" definition for trans. The real question is where you currently are withing the B-R-O-A-D spectrum between cis-female and cis-male, and what you may try doing to eventually manage your feelings, needs, and wants.

In an ideal world I would not "Have to" wear a wig, makeup, and do all the other things I feel I must to present an unambiguously female presentation as I can. As luck would have it I do enjoy girlie-girl so although it can be a PITA, I also love the finished product. I also know all too painfully well what a 6ft tall, big boned, big everything, deep voiced, and balding since 14 can experience w/o going through the effort to get the desired instant appraisal from others

I also admire and even am envious of those who embrace the "F them" attitude and don't give a rat's ass what others think. To some degree I can, in fact have to. Otherwise I'd still be keeping Joanne locked up in the basement coal bunker.

I see myself as transgender. It's a natural part of me. Whenever I'm out I am comfortable in my own skin. The public sees me as a woman. I get a lot of compliments about my attire.

Clothes and hairstyles doesn't make you lesser transgender. Some people is masculine and other more feminine. Everybody is difference and do thing difference. People do transistion difference and you do what's right for you. People have to respect that. 

I've been venturing out in nothing but a skirt and flip-flops.  I'm definitely trans... if people see "trans person" or "dude inexplicably wearing nothing but a skirt"... I don't care.  I'm transgender.  Forget those people.
