at least a year and if you don't have a letter, they're gonna set you up with a local therapists to get letters from them.

The letters of recommendation come from your therapist. They'll write you a letter endorsing you for surgery when theyre convinced you know what you're doing. The whole "1year of therapy" is a myth.

Are you confusing RLT with therapy?  Provided you have one year of RLT and the required two letters from the therapist/psychologist (which can be obtained very quickly - well under a year), you're good to go.  No minimum time for therapy - thank god!

I am scheduling with Dr. Chett. As far as the letters from therapists go you can even have one letter signed by 2 therapists.  It's all about the assessments of your therapists.  Not at all about time. As far a RLT, that was an old requirement of the "Standards of Care"  I don't think any Drs. are using this anymore.
