I believe what you are seeing is razor bumps and they come from shaving the top layer of skin off each
hair follicle. Then they scab over and you can get an ingrown hair.

I only had the red razor bumps on the upper thigh and bikini line but it took about a month to

I never shave in the shower anymore! I only shave after a few minutes in a hot bath now and I do not
need any of the products above and I no longer have any bumps just baby soft skin. I think after a while your
skin gets used to the razor and you can press harder and get a closer shave, but until then use a very light touch.
Recently someone had here recommend an epilator to use on chest hair(and legs, etc), I have not tried it yet, but I think the consensus was it hurt but left your skin smooth.
