I don't know what is going on but is this new hair growth it seems to be coming off the hair line

yep! After 3.5 years I finally have full regrowth of my temples and then some around my hairline, so many baby hairs everywhere. So yeah having new hair growth is definitely possible and like if you were like me and it wasn't severe when you started hrt then you can potentially have a great amount of regrowth weeee

You could also have a look at dermaroller... it could possibly help...

  I don't remember how long I was on HRT before I noticed these myself.  My FFS surgery earlier this year put the new growth into hibernation (or shock, IDK) for a bit but now it's growing again and continues to improve.  The real delight is that the new hairs are growing both in front of and some within the hairline surgical scar.  I never expected this.  Now if I could just see more growth at the outer corners of the receded area I'd be on cloud nine!
