Virginia GOP bill would require schools to verify children’s genitals before usi

The text of the bill is available through the website of Virginia's General Assembly.  Here's an extract of that text:

B. Local school boards shall develop and implement policies that require every school restroom, locker room, or shower room that is designated for use by a specific gender to solely be used by individuals whose anatomical sex matches such gender designation. Such policies may also provide that a student may, upon request, be granted access, to the extent reasonable, to a single stall restroom or shower, a unisex bathroom, or controlled individual use of a restroom, locker room, or shower.

C. Any student who willfully and knowingly violates this section shall be liable for a civil penalty not to exceed $50. Civil penalties assessed under this section shall be paid into the Literary Fund. Any law-enforcement officer may issue a summons regarding a violation of this section.

Solve the problem - make all public restrooms multi-user unisex with adequately private stalls.

It won't solve the problem. The discrimination would still exist because realistically not all existing restrooms can be made unisex.

Initially, in 2000...though I heard that he said it again a only few months ago. He also said that he won't make any attempt to get a constitutional amendment to do away with marriage equality as every other Republican candidate other than himself and Bush have sworn to do.

Pardon my bluntness but that is just ridiculous.
Just let people use the restroom for goodness sake, how are they hurting anyone?

Yes they can as long as they have closed stalls.  All you have to do in the men's restrooms is block the urinals until they can be converted.
