Hello, I'm a short guy and I've been having some problems finding pants (trousers) that are near short enough for my legs and proportional in the seat. A lot that fits me ends up having a crotch near my knees since they're built for taller men. I wouldn't really be able to wear any cuts other than straight or slim straight. I have found chinos with a 26 inch inseam but there was just too much room in the seat.

How short are we talking? I don't think I've seen anything for adult men below a 28 inch inseam. What you might want to do is buy less expensive pants and spend the extra money on getting them tailored.

My inseam is probably around 24 inches, maybe 25 based on how much extra fabric there was on the 26 inch inseam chinos I got. But the other half of the problem is that the crotch hangs too low. Sure, you can get that tailored but because of the zipper you can't exactly take an even amount out...and the crotch seam will end up too far back. For the most part, taking in the seat ends up being pretty costly. Plus then things like pockets would look over sized.
Just as an example...this was me trying on a blazer for fit, but the chinos are 26 inch inseam. The chinos look sloppy to me even though they fit my waist, were the shortest I could find, and were a slim fit.

No recommendation other than they have what you are asking for. " Make your own jeans". List your requirements and they make a custom pair to your specification. They take about 4 weeks and cost $65 dollars a pair. Which aside from Walmart are actually quite reasonable. If they don't fit properly they will remake them.

Not sure what you're talking about. Like bespoke? Jeans aren't the only thing i'm looking for when it comes to bottoms.

A couple of places to try are mentioned here:

Have you tried the Young Men's sections?
Checked out a few of the sites mentioned in the link you posted. They weren't too helpful. One site seemed to have nothing in stock, another said that the tailor would be out of town for two weeks in Feb. And a third had some clothes for short men but it was hard to tell what the rise was on the pants.

I have the same problem! I'm 5'2" so it's quite a big problem haha. I find the boy's section of big department stores, supermarkets etc is quite good for casual stuff. Otherwise you could try taking apart a pair of pants, cutting the panels down to your measurements and using that as a pattern (for yourself or a tailor). A friend of mine who is also short orders a lot of his stuff from online retailers in East Asia, apparently they have a good range of smaller sizes. Hope this helps!
Don't dream it, be it.
