I'm not an expert so will defer to someone who is, but I believe that testosterone dries up most vaginal fluids. On top of that I can't see how they might attach the tubes involved in that process to the grafted phallus. I've heard that a pump is/can be used to achieve erection so maybe that also includes the ability to add liquid somehow?

If you are talking post bottom surgery, no. Semen is created in the testes. You would have testicular implants if you opted for them, but they are just silicone implants and not functional testicles. I have heard of guys post-meta (rare) who have a bit of fluid that comes out, but it is not semen.

Actually I believe it's the prostate that produces most of the fluids.  Testes only make the little swimmers that amounts to very little volume.
