I am not sure who the authority is, or what the official rule is on this, but I have always said that the term transexual is used to describe someone that is transgender
and has the intention of changing their genitals to match their gender identity. After GCS/GRS/SRS they are no longer trans* because their genitals match their gender identity. The period of transition is transitory and has an end point, so in my mind after surgery one may not be CIS per se, but one is no longer trans*, either. I also agree with KathyLauren about assigning past tense to the adjective transgender. Tense is reserved for verbs...? I am not nit-picking here, but since you asked.

I have transitioned from male to female, am no longer transgender, and I am just a woman now. I do not refer to myself as trans*. I no longer have gender dysphoria, either. I am no longer transitory; just liviin' life!
