No, the length of the penis does not correlate to vaginal depth, even in surgeons who use penile inversion. It's possible to stretch the skin quite a bit, and in addition, relatively few surgeons rely on penile inversion without supplementary grafts these days. I know women who had 1-2" erect who nevertheless ended up with 5-6" of depth.
As for the hymen, I suppose it might be *possible,* since there's a surgery to reconstruct a hymen for cis women (so the technique is out there). But as AnonyMs says, the hymen would be destroyed at the first dilation, so it's rather pointless. If you really wanted one, you'd be better off waiting until dilation was infrequent and/or replaced by sex and then going to one of those surgeons who does it for cis women.
