Laser only works for dark hair, and the FDA states the only permanent method of hair removal is electrolysis. I say this because I too had a shadow that showed through, even though my actual hair that grows out is not that dark-- I tried laser for 2 years once a month and I don't really feel it helped much at all so it definitely wasn't worth the price. I have been doing electrolysis I've gotten about 70 hours in and they think its taking me longer to do electrolysis because I did the laser for so long it had effect on my hairs but didn't kill them - or something to that nature.
This is my makeup routine if I feel like I have shadow (I don't have as much anymore since electrolysis even tho I still have to shave daily its mostly blonde hair left) also this will be the simplified version, if you want a more in depth feel free to PM me. also I'm not going to mention brands because I'm unsure if that's forbidden or not, anyone know? If it's not I can come back and add those in.
note I'm pretty fair, I wear usually the lightest shade in any drugstore foundation
-moisturize my face and let it set a moment after shaving
-tiny drop of primer on my upper lip (that's the only area mine was ever super bad, under my chin some too but it usually didn't show through my foundation)
-coverstick concealer over the upper lip and blend lightly with finger (I do this to try to both cancel out the color and try and cover the hair follicle pores I feel like it helps it look smoother, if you have a very dark shadow it may be easier if you skip this step and go from the primer straight to the orange color corrector)
-orange color corrector (I use a semi-matte orange lipstick, blend out with ring finger not too much, but enough so that it doesn't feel too thick) let sit for a moment
-I then take a liquid concealer that is 1 or 2 shades darker than my other concealer (but not like crazy dark, should still be sort of natural looking) apply to back of my hand and then I take a blender sponge and dab it onto the orange, when I run out of concealer, i dip again onto my hand and dab again-- keep doing this until the orange is covered. I have to reapply to sponge a few times because you don't want to blend much here because you need the orange to be there.
-then take blender sponge (mine is dry I don't wet it) and dip in translucent powder and lightly dab onto the concealer like you're "baking" let sit for a moment
-lightly very very lightly brush that off with fluffy makeup brush
-then I go in with my foundation. I do all of these steps whether I'm wearing liquid or powder foundation.
-set with setting spray
please let me know if I can mention brands because I feel this post would be more effective if I could say exactly what I use, and I could tell you the shades of the colors I use so you could see my skin tone and the tone of the concealers. When I was first transitioning I always had horrible shadows and I saw this stuff online about using orange to color correct and it wasn't until 2-3 years into my transition that I finally got this down pat to be able to hide my shadow.
