How do I make my shoulders look narrower?

When I wear dresses they just look too wide even though I'm a slim person :( maybe it's just me

I wear a Bellero to cover my shoulders which seems to work well, I'm not sure if there are better solutions, I haven't been dress up completely for very long.

Generally speaking, wear straps and provide some cleavage (so guys stare at your boobs not shoulders).
Some vertical lines (straps and cleavage are 2 forms of guiding eyes vertically), and increase at bottom width, if you can, might help. Some ladies might have developed shoulders, so you need to just tilt total evaluation to feminine, rather than 'totally male', zone

  Wear V neck tops, pants that flair, diagonal cut sleeves, dark colored tops with light colored pants or skirt, also skirts that flair at the hip. All of these things tend to direct peoples vision vertical or down. 
Things to avoid are tops with puffy shoulders, shoulder pads, epaulets or wide lapels.

Easiest way to "narrow the shoulders" (and "flatten the stomach") is breast implants.  People see proportion, not absolute distance.

I find that sleeveless tops draw attention to my shoulders, so I avoid them.

1.  Avoid horizontal stripes above the waist
2.  Avoid extremely bright colors that draw attention to the upper body;
     elegant use of black and darker color is our friend.  The sheath dress you're wearing in the photo
     does a good job of this.
3.  Wear skirts and dresses that accentuate the relative size of the hips to counterbalance the upper body
4.  Wear brighter colors an patterns below the waist that draw attention away from the shoulders
5.  V necklines and surplice designs are flattering, reducing attention to the shoulders,
     draw attention to the bust and cleavage.

You are beautiful, model-like in appearance and do not give the impression of excessively large shoulders.  Moreover, you have a particularly beautiful and feminine facial structure.
