As far as reducing out of pocket costs, depending on your deductible and your out of pocket limit and all that, it may not save you money if phallo ends up being in a different annual insurance period. Because then you'd be responsible for the deductible twice.
At the same time if you feel like you need the hysto soon, I would go ahead and do them separately because it's most likely worth that difference if it means you're not compromising on your phallo surgeon. It can also aid in the healing of the stages of phallo if less is done at once, so if the hysto is already taken care of, that may help reduce future complication risk with phallo.
In terms of purely money, since phallo is so expensive, you're pretty much guaranteed to hit your deductible, and possibly even your out of pocket limit as well, so it is probably FINANCIALLY better to do it at once.
But all things considered, it's still probably worth it to go ahead with the hysto if it's something you don't want to wait on and there are benefits to doing it now, even if not financial ones.
I'd suggest you get out your insurance information and do the rough calculations for how much each would cost, because this is a generalisation and I'm sure there's certain benefit possibilities where you could end up saving.
