Hey everyone!
I really want to achieve a normal bulge, but I don't want to buy a packer. Is there anywhere I can buy padded boxers/underwear which give the illusion of a bulge, without the need for adding a packer?

I'm not sure about padded underwear but Tranzwear has a cloth packer that you can either buy separate or already sewn into a pair of underwear.

I've considered getting one but haven't yet so I'm not sure what it's like.

I'm not sure, but perhaps something like a padded dance belt might work? They're used by male dancers. While thongs seem to be the most common, some are more like padded briefs that also cover the buttocks.

Could just roll up some socks and put them in a tight pair of boxer briefs
They/them pronouns preferred.

I have the Andrew Christian Shock Jock, they come with the padded inserts.
But they are expensive (around 30 us dollars). You might want to only buy the inserts and put them in regular underwear instead.
