In my neck of the woods, you don't dare look into anyone's windows. Doing so could get you shot. There would be only two reasons one would look into another person's windows. Either a pervert, or someone scoping the place out for something to steal. Either way, nobody wants to get caught peeking.

When I was stationed at Travis AFB my wife used to walk around half dressed all the time before I informed her that the neighbors kids would often look in the window before knocking to see if our kids were there.
