There are relaxation techniques that may release forehead muscles that could be locked in a frowning position. When I was receiving singing lessons, I was instructed to do some of them. One that I remember doing was where you scrunch your face inward, hold it and then stretch your face outward like you're seeing something incomprehensibly shocking. I don't know whether this was effective or not.
If frowning isn't the issue, but loose skin, then you could try anti-aging creams or surgery (if you were born in 1995, though, then these probably wouldn't do much). There are probably many more options for this issue that I haven't heard of, as well.
If frowning or loose skin isn't the issue, then maybe it's your brow ridge that's bothering you. For that, I can't imagine there being anything other than surgery.
