Most cis women don't have to shave because their hair is so fine and so sparse. There are exceptions, and they are electrolgists' main clients.
For trans women, our facial hair is coarse, dense, and often dark. The dark is a problem, because the cut ends of the hairs show dark even when they are below the surface of the skin. If you have actively growing dark facial hair that you need to shave, you will need makeup to hide the beard shadow.
I am lucky in that most of my facial hair is white. And, after 1 year and a half of electrolysis, there is less of it, so I can usually get away without makeup if necessary. I did have a patch of dark hair on my upper lip wake up last month, and had to cover it up with makeup until I could get it zapped.
Once the hairs are all killed, the shadow will be gone, and makeup will be optional.
