Yes, it means whatever amount you're taking the body as converted to excess estrogens. For some people it resolves within a few weeks, for some a few months. Some people lower the dose to avoid it. Personally I only had issues with that when I added a few mg to the regular dose to see what would happen. It went away as soon as I went back down to my normal dose and the excess was metabolized from the system.
Cut down on eating salt or salty things, or excessively sugary things as well to help with retention. I tried water pills and other things but none of that worked. None of the stuff marketed to women for water retention worked for me either. I just had to wait for the body to get used to the high T. A few weeks.
