I am one of the lucky few trans that didnt need breast aug after being on hormones for years. My breast develop as much as C cup. However, my nipples are puffy that it looks weird sometimes. Its like my areolas or nipples are mini boob or boob on top of your boobs.

Is there any surgery just to only correct this?

Nope, never heard of such a procedure. It's not even really an "issue" in that it happens to cis women too.
This is not medical advice. Always consult your doctor.

Im already in HRT for 7 years and yes I had tried progesterone (regularly / cycling) My nipples are just really really puffy. I heard breast aug can correct this because this is the second to the last stage of female breast development that most of the time we can go far to but I dont want to do breast aug.

There is a surgery that is used for areola reduction. I had that done since my areolas were really huge and it was bothering me - and I had to get surgery done anyways because of old implants. They can try to change the nipples a bit with that, make a thread run around the areolas... I am not sure if that is worth the scar though and maybe it will just grow itself out with long term HRT including progesterone. Nipples have so many natural shapes and sizes, in a way its to be expected that it will not look like in those naked photos in magazines
