There is no such thing as 'not trans' enough... anyone telling you that is the real fake.
And it is not wrong to want a breast reduction. Not everyone is after big breasts. I personally don't want anything too big. There is still part of my mind that is fighting against the real me... when you spend 44 years hiding, it becomes part of your nature to want to hide. So sounds perfectly natural to me that you are still wanting to hide.
But ask yourself, if you had been born a cis woman, what size breasts would you have liked? Are you wanting small breasts because that is what you genuinely want or are you wanting them so that you can continue to hide who you are?
If the former, then that is perfectly fine. If the latter then it is not so much the breasts that are the issue but your fear and possible sense of shame. Which is another issue that you need to learn to overcome... I am still working on overcoming mine, but I find being on these forums regularly, chatting with people online, and visiting my local trans group (one of the scariest things I did but absolutely brilliant) are helping me overcome the fear.
Just be you and go for what you want. Don't let anyone tell you that you are not trans enough (well perhaps listen to the experts if you've had more than 3 independent opinions)...
