Just rewatched it. Pica is talking about the more militant androgynees and the ones who have some ulterior motive for acting or dressing androgynously.

As for pronunciation, sie obviously hasn't learned how to properly pronounce it yet. An-dro-jin-ee

Militant androgynes will short you by one sugar in your tea or coffee.  They have no decency.

According to various online dictionaries, it can be pronounced any way you like, except the hard g (checking more you may find that is acceptable as well).
