I dunno there is a refreshing childlike quality to these statements.

Public speaking is an arduous skill, sadly George W bought the Presidency - like many before him, so really did not have to go through the difficult apprenticeship of scanning what he is going to say

George W's words come straight from the heart, or maybe his subconscious :)

I am sure he will keep US voters entertained for a while yet  (and US friends and allies, keep us in an entertained yet worried state)

I think the man either obfusticates that way on purpose or actually speaks that way and that's why he was picked to be the figurehead.  His manner was charming at first but the policies and actions behind the "good ol' boy" speech patterns have made it seem too contrived and dishonest to the extreme.

I think it's a strategy for dealing with the public.  It's hard to think about, let alone criticize, anything he says because everyone's going, "HUH?!?!?!  What?!?!?! What was that?!!?!?!"
