"The measure was first proposed in 2003, in the immediate aftermath of
the enactment of the state's gay rights bill. That law had been
stalled for more than three decades, the last ten years or more by the
Republican majority in the Senate. When the gay rights bill finally
passed, there already was controversy over the lack of comparable
protections based on gender identity and expression."
