Identity card for transgenders

"Chennai,May 28: The Tamil Nadu government has decided to take up a
census of transgenders and issue identity cards to them. State
official sources said the process of collecting details of every
transgender would be completed in three months."

I hope the data collected is used for science and not other reasons.  I always worry when someone is given an ID card distinguishing them different from other people.
