Think she's already accepted you as a daughter, and your dad is OK too ?
Go with the offer of the dress .... try it on and show off how good you look in it to your folks !
I think they'll be really impressed and it will help them see you as the girl you are.
Nowadays when I'm back home for an "occassion" I usually parade at least three costumes before my mom and step-dad, and respect their opinion.
My mum is saying I need to buy some new skirts and a summer dress for our overlapping summer holidays with friends and family in Hungary ! Guess she's tired of seeing me in denims, cropped jeans, and capris ....
Yes, go for it and understand that your folks need time to ajust and accept ....
