"While much of the press conference that Gov. David Paterson and
legislative leaders just held centered on the accomplishments they've
had so far this year, including net metering, limiting nurses overtime
and protecting students from sex-offending teachers, one of Paterson's
heretofore obscure administrative moves also came up — an order that
juvenile detention centers offer bras and panties to males who
consider themselves female."
