"Measures to end the "postcode lottery" of drug provision will be
included in a new NHS Constitution, Health Secretary Alan Johnson has
said.

The draft document, to be published by Prime Minister Gordon Brown,
will enshrine a universal right to approved treatments "if clinically
appropriate".

Primary CareTrusts (PCT's) will still operate within a budget (i.e Financial Constraints), which will mean that although expensive Drugs / New Drugs may be made available, it will probably lead to an overall reduction in the efficiency of the medical provision.

The NHS is not a bottomless pit in terms of the money it has to spend.
