Most of the time I will either just say "hi everybody" and respond likewise, or wait and say hi to somebody entering #chat.

your nick in chat, either click on the "Change nick" link to the left of the chat window, or type "/nick yournewname" in the text box. (no quote marks)

It depends on what is happening at the time, most of the time I'll wait about a minute before talking in a discussion already in progress. Other times when there isn't anything to chat about, you can either start something by just saying what is on your mind, (assuming a captive audience) or lurk around a little until one starts.
