Making universal human rights hit home

Canada recognizes neither gender identity nor gender expression as grounds protected from discrimination, and so we have a situation in which the rights of transgender men and women are recognized in the North West Territories and Ontario but nowhere else in the country.
Due to unequal application of legislation and unequal access to redress, our human rights system is not fully living up to the principles upon which it was founded.
How can we tolerate that an individual is not afforded the same protections should she find herself in Victoria or St. John's or Igloolik.
