According to the Harry Benjamin Standards of care, a minor must be 16 and have been in therapy for 6 months in order to receive hormones. The Standards aren't law, but therapists get all panicky about young people so it is unlikely you'd get them sooner. Also, your parents would have to let you, which is what stops most people.
Binders you can order online from Underworks or T-Kingdom, if you have the money. If you don't, try the Big Brother Program (also online), or talk to FtMs here who don't want their binders anymore. If you don't have your own P.O box at the post office and don't want to have to explain an interesting package in the mail to your parents, make your own binder or modify something at the store (I hear medical binders from Walmart or CVS Pharmacy work marvelously). Asher on the forums can give you a pattern for one.
Talking to parents . . . hoo boy! Go to someone for advice on that! In the end, though, advice isn't very helpful; you just have to do it.
