I always heard it as, "snaps and snails and puppy dog tails".
When I was little I asked my mom what a snap was and she said it was a type of cookie; like a ginger snap. Not saying she was right, but that's how I've always interpreted it.

Of course snap could also be a sharp comment, same as how Shades O'Grey said for snip, and that would probably make better sense, as it's more consistent with the whole snails and tails thing. A cookie would fit better on the sugar and spice side of this dreadful dichotomy.

Just did a bit of digging. Turns out the original words said "Snips of snails" meaning Little bits of Snails, and puppy dogs tails...
