Dying is damaging to hair roots. Dying just for newly grown hair once every 6 months or 1 year is recommended. And, rinse very well after shampoo, at least for 3 minutes, to avoid hair loss or damage by shampoo.

I am not sure about the cause of your strange hair color problem, but you may visit a dermatologist.
