What Does FOTF's Quotation Marks Around "->-bleeped-<-" Mean?

From Focus On The Family's/CitizenLink's piece, entitled Two Gay Activist Bills Resurface in Congress (emphasis added):

    The Employment Non-Discrimination Act is on the fast track in Congress.  The bill will get a full committee hearing on Sept. 23 in the U.S. House of Representatives.

    For the first time, the measure includes special rights based on "->-bleeped-<-."

    Family advocates say the bill would put undue burdens on Christian employers by forcing them to hire people whose views are at odds with the company's values.

    Gay activists are also pushing to repeal the federal Defense of Marriage Act, but with other pressing issues facing Congress, it doesn't look like it will get a vote this year...

So being transgender is all about having a different view?  And if this bill would put undue pressure on Christian employers, wouldn't it do the same for other employers whose "views are at odds with the company's values"?

How would they respond if a company for which being christian is at odds with its values were to discriminate against christians?  Hmmmmmm...?

Undue burden means "darn, we can't discriminate legally in public anymore"

I was wondering, do you need an 'MD' after your name to be a spin doctor?  Or do you just have to have a knack for spinning tall tales and not feeling bad about it?

As far as using quotes, I do it all the time when I refer to hate- and fear-mongers as "Christian".
