Budget woes and urban renewal plans for downtown Nampa are key issues in the four-way battle for the city's top job.

Beyond the usual civic issues, the race has some distinctive features this year. One candidate, Melissa Sue Robinson, has drawn national attention for her unique personal history - a male Michigan construction-company owner who had surgery 11 years ago to become a woman. Another, Jim Dorsey, alleges two-term incumbent Tom Dale has pushed to get rid of Dorsey's campaign signs - a charge Dale denies.
