you definitely pass as a young guy, but yea agreeing with others, if you were hanging around a bunch of college kids or even juniors/seniors in highschool id have my doubts..you look good though, you cant be more than what 18? older, younger?

For the record, "short hair" for men means above the collar and above the ears, if its below the collar or your ears it's long hair.

And we're talking about your standard business drag, button-down, dress shirt collar, not a collar on a Wallace Beery style shirt.

Same story here sorry - at a pre teen/just teen age hangout maybe. Otherwise I would doubt it, but in that case other things would come into it like voice, mannerisms, friends around etc.
Re the hair - IMHO it looks feminine and a nice wave to it!! I have similar hair when it is longer-I hate it. Drives me crazy-I have it either long or really short, no inbetween its just too unpredictable lol!! And mine always looked too feminine. I think short helps me pass better anyway...
This is just my 2c so take it with a grain of salt, but as stated above your hair isn't short. Cut around the ears and above the collar might help your cause... If t'were me I would have it like that, short back and sides and let the top go wild if you have to. Me personally, I like high and tight, at the most a bit on top to play with. But maybe that's a bit of me channeling my old man lol!! And each to his own dude. Be yourself-noone else is going to be...

in your picture, you have a long pieces of hair over/next to your ears.. in my opinion it is a feminizing feature... which could make your short hair just look like a pixie cut, maybe thats what your hair stylist thought when you told her short hair, or whoever cut your hair.  Get that cut shorter, it may help.

Sadly I have to agree that you look fairly young, although I would guess you could pass for 14 or 15 depending upon clothes, voice, mannerisms, etc.

I think dark hair may help you look older, I'm curious what other people think of that idea. Also shorter with less in front of the ears would help too. Wavy/swooped bangs and shaggy hair is something a lot of young men wear now, at least in the US, but I think it's a little too much how you currently have it cut.

It's hard to say with this picture. At first glance, you looked pretty female to me, but looking back i could definitely see what everyone said you look like a younger boy.

It may help if you carry yourself in a more masculine way, but other than that I think you'll just have to wait until you're on T to look more like a grown man instead of a young teenage boy.
