You can't really lose weight in just one area (unless you get liposuction). Just losing fat in general should help reduce those areas, though. Weight lifting helps tighten and tone, and improve your metabolism, but the downside is you'll build some muscle and that can temporarily make you bigger. You can try cardio with a good diet (lean protein, lots of vegetables, whole grains, lots of water). HIIT (high intensity interval training) will give you quicker results than steady cardio work, too. You can do that with any cardio activity, such as walking, jogging, biking. You'd want to do your HIIT every other day, and on the in between days either rest or if you really want to get hardcore, do some weight lifting or body weight circuits.
