Thinning your eyebrows down a bit will help too!  If you grow your hair out you may want to look into a frontal hairpiece that you clip in that hides a high forehead and gives a more feminine appearance with bangs and such.

How to arch brows:

This is going to involve wax or tweezers.  Tweezers are easier to use at first, so I would stick with those for a while if not forever.

Your eyebrow should start directly above the inner corner of your eye.  Pluck any hairs further in than this.  Also, your eyebrows should gradually become thinner as they get farther away from your nose.  The highest point should be above the highest point of your eye or slightly farther out.  Your eyebrows should preferably end at a 45 degree angle from the end of your eye.

Remember that this is only a guideline on  stereotypical feminine eyebrows.  You can be as atypical as you want and still be beautiful!

I think you look pretty feminine already.  As someone else said, plucking the eyebrows and make-up would really help you look even more feminine.

To me you look androgynous leaning towards a more masculine look. I think if you thinned out and arched your brows and maybe styled your hair you'd look female.
