According to the Texas Family Code, there are 19 different documents that are accepted as identification for the purpose of marriage. They are listed here in the code, Chapter 2, subchapter A, section 2.005(b):
http://www.statutes.legis.state.tx.us/Docs/FA/htm/FA.2.htm#2.005I was born in Dallas and will have to hire a lawyer to get my birth certificate changed as it requires a court order there for a BC gender change, just the surgeon's letter is not enough. This isn't a high priority for me because of the expense, and my U.S. passport says "F" on it anyway which is good for ID anywhere. What I think this means though is that according to the Family Code, I could marry either a man or a woman depending on which ID document I present at the time I apply for my marriage license lol
