Refusing to fill a special cookie order for a political event does not amount to discrimination, the authors of a city ordinance to protect gays and lesbians said Friday.

Their comments, made public in a letter to The Indianapolis Star, represent the latest twist in a flap over whether a local bakery that declined a gay student group's request for rainbow-iced cookies should lose its lease at City Market.

But the authors of the city's human rights ordinance, which the City-County Council passed in 2005 and which includes guarantees for equality regardless of sexual orientation, caution against an overly broad interpretation.
