Kansas 2A Kansas college town has presented an ordinance that is believed to seek the most extreme measures in the nation to defend its "lesbian, gay bisexual, and transgender" citizens.

"Let's say for instance Manhattan Christian College hired someone that they thought was a man. And the next day they would come dressed as a woman.
