For shoulders in particular there really isn't a whole lot you can do to my knowledge. Time, however can help you. Even if you don't think you have a whole lot of muscle mass in your shoulder area, you do. I had been on hormones for about a year and I just sort of noticed myself shrinking. While my my fat deposits didn't really go away, muscles definitely did.
Because of that very few of my clothes actually fit for a while. While my shoulders are still broader than my roommate's, they're not large enough to really draw attention. One suggestion to draw attention away from them is to wear shirts with shorter sleeves. Like 1/4 length or less. It seems counter intuitive but I found it really put more attention on the core of my body rather than my arms/shoulders. On that same thought... Tank tops also work pretty well.
