This is partly an anatomy question, I guess! Where is the base of the packer supposed to sit? I sort of assume it's supposed to be down by my clit, because of the anatomical parallel. But in practice mine always winds up much higher (halfway to my waist!), and often slips to the side as well. I have a 4.5" soft pack, that I keep in a Gear Guy FTM sock holder inside my boxer briefs.

I can't very well go about adjusting my cock all the time, so--where are they supposed to go? Is there a good way to keep them there?

You're right, it should be lower, down by your clit.  Any higher and it'll give you an awkward-looking bulge that'll make you look constantly aroused.  I think the problem may be with your sock holder - I'm assuming it's attached to your body with just a band around your waist.  I tried using something similar to that once, and it always rode up.  I've given up on that, and now either use a regular jock strap or just place it in a pair of briefs, either directly against my body or in the pocket of the briefs.  It shouldn't move around much then.

You might try looking up Tranzwear. I haven't been able to try any of their stuff yet but the concept looks like it would work. It would give you the ability to wear boxer briefs too.

I bought a jockstrap online; I think it was just a standard kind, nothing special.  But I actually feel more secure with it sitting in briefs than I do with it in the jockstrap, though both really do work for me, so you shouldn't worry about its security in briefs.  I think it'd be pretty hard for something to fall out of them.

Just FYI -- Alot of guys adjust themselves in public. Nothing to be afraid to do. I know a guy who adjusted himself several times an hour, if you paid attention. I don't know if he just had big balls...or jock itch...or what. But he did.
