There has been a long-running battle in the prison system to deny appropriate health care to transgender and transsexual inmates. On the outside, there's plenty of discrimination against trans people who need health care, but on the inside, they can simply tell you that they're not going to let you receive medical care.

At a human level, I am happy for them, but as a tax-payer it does burn my breaches that the criminals get their HRT/SRS paid by, while the law abinding citizen gets zilch.

I will always stand by the fact that prisoners should get NOTHING.  They gave up their rights the moment they decided to be selfish bastards and care only for themselves by their actions.  No medical care, counseling, nothing should be given to these people period and the bloody bleeding hearts who say otherwise make me sick.

If someone was documented as being under a physician's care with the HRT prior to entering the penitentiary, I have no real qualms with the continuity of care.  I do take umbrage with commencing HRT for a person convicted of a felony and sentenced to a term of incarceration and who later decided that they were trans-whatever. 

I offer that opinion as both a taxpayer as well as someone with a quarter-century of experience in the criminal justice system on both sides of the fence...as an employee who transitioned in that environment and in criminal defense post-conviction work.
